MHC was founded in 1987 by Dr. Semyon Friedman, while working as a researcher and a chemical engineering professor at Johns Hopkins University. Dr. Friedman opened the first MHC physical therapy clinic in his Baltimore-area community to meet the needs of an underserved group of new refugees, who needed treatment following an injury.
Dr. Friedman quickly saw the importance of this type of treatment facility for all segments of the population and continued to open more clinics in the region. Today, MHC has more than 100 clinics in Maryland, Virginia, Washington, D.C., Delaware, New Jersey and Florida. Every MHC clinic is overseen by a team of qualified medical doctors, physical therapy professionals, and a healthcare management team, utilizing the latest innovations in healthcare and IT technology, protected by U.S. Patent No. 11,315,669 B1 “Dynamic generation of an electronic medical report”.

As Holocaust survivors, MHC founder Dr. Semyon Friedman and his wife Janna are committed to creating awareness about the Holocaust and honoring the memories of the millions who perished.
After Dr. Friedman learned that 37% of the US population knows little to nothing about the Holocaust, he and his daughter Julia Peremel, launched a unique partnership with the USHMM to offer free, private guided tours to employees and their families, as well as law firms. As part of this program, MHC provides transportation to and from the museum and lunch for all participants.

Protecting the environment is a core value of MHC. MHC has partnered with the Chesapeake Bay Foundation to make a $100 donation in a law firm's name when they pledge to Go Green by receiving all patient documents via MHC's HIPAA compliant portal. Roman Balakirsky
Chief Executive Officer
Roman joined MHC in 1997 and currently serves as the Chief Executive Officer. Mr. Balakirsky oversees the company's overall management and long-term growth. When he joined MHC, it was a single-office practice, and he played a key role in its transformation into a multi-site organization, currently numbering more than 100 clinics. Throughout his tenure, Roman has focused on improving efficiency while maintaining high service standards. He is a coauthor of the company’s patent for its electronic medical record system (EMR). Mr Balakirsky holds an MBA degree from Johns Hopkins University.
Alyona Sargsyan
Chief Operating Officer
Alyona has been with MHC HealthCare since February of 2009. Prior to becoming MHC's Director of Operations, Alyona was the Regional Manager of the Greater Washington Metropolitan Area. She has been an integral part of several innovative projects at MHC, including the implementation of our proprietary EMR system. Alyona's dedication, resilience, and continued support of her colleagues have set her apart in our Company. Alyona holds an MS degree in Engineering.
Andre Spiak
Chief Financial Officer
Andre Spiak joined MHC in 2006 after several successful years in public accounting, a period that provided him with a high-level mastery of complex financial structures. Thereafter, he moved into the private sector, where he has dedicated over two decades to the financial stewardship of MHC. In his current role as CFO, Andre is responsible for the precision and transparency of the Company's financial aspects, from high-level fiscal strategy to day-to-day accounting operations. Andre holds a BBA in Public Accounting from Pace University and maintains his status as a licensed CPA. His long-standing commitment to MHC HealthCare reflects both his professional dedication and his role as a trusted advisor within the Company’s executive ranks.
Bobur Moydinov
Managing Director of Growth & Strategy
Bob (“Bobur”) has been with MHC HealthCare for over 10 years. He leads growth strategy across existing and new markets through partnerships, acquisitions, and innovation initiatives, working closely with physicians and practice owners to support sustainable, patient-centered expansion. He holds an MBA and has completed advanced training in M&A and Corporate Development Strategies at Wharton. He oversees strategic planning, business development, and integration efforts to ensure smooth transitions, operational excellence, and long-term clinical success, and has played a key role in attracting top-tier physician talent and building strategic clinical partnerships.
David Agatstein
Manager of Accounts Receivable and Medical Records
David has worked for MHC since 2012. Prior to coming onboard, David practiced personal injury and immigration law at his own firm. Before his 20+ years in law, David worked as an Analyst at the National Security Agency. David believes that developing strong relationships is the foundation of everything he does, both professionally and personally. In his free time, he likes to travel, play tennis and spend time with his two grandsons.
